Reality Check on offshore financial centers by Paul Byles Paul Byles is former Head of Policy at the Cayman Islands Monetary Authority where he was instrumental in drafting the anti-money laundering guidelines for the Cayman Islands financial industry as well as in the development of regulatory policy for the hedge funds, captive insurance banking and trusts industries in the Cayman Islands.

He is a former Director of Regulatory & Economic Consulting at Deloitte in the Cayman Islands and has worked in the offshore finance industry in the Cayman Islands for over 15 years.

He holds a Masters Degree from the London School of Economics (LSE) and is currently a candidate for a PhD in Economics at London Metropolitan University in England where his research focuses on financial development, economic growth and financial regulation.

He is a member of the Royal Economic Society, the Offshore Institute and is currently Managing Director of Focus Consulting, a financial services consulting firm based in the Cayman Islands.
